Project Overview
Building a Well-Architected and Highly Secure Hybrid Cloud Foundation for E-Government Services
AR Informatik AG (ARI) is the primary IT service provider for public sector entities in the Appenzell region of Switzerland, including cantonal administrations, hospitals, and police. ARI partnered with copebit to develop the ARI Government VPDC (Virtual Private Data Center), a highly automated AWS environment based on the 6 Pillars of the AWS Well-Architected Framework.
The project was executed through an agile approach, starting with a discovery phase to align on technology, security, and governance requirements. The infrastructure was built as Infrastructure as Code (IaC) via Terraform, utilizing AWS Control Tower and Account Factory for standardized, secure account creation. To meet strict cantonal compliance and security policies (CSP-AR and NSP-AR), the design includes a Network account with a firewall cluster and AWS Transit Gateway for controlled cross-zone traffic. Furthermore, a dedicated AWS CloudHSM (Hardware Security Module) was implemented to ensure ARI maintains exclusive access to its security keys, independent of the cloud provider.

As a result, we are now able to provide our customers and partners with hybrid services that meet the highest requirements. The resulting hybrid model seamlessly integrates with ARI's existing on-premises infrastructure, providing a solid foundation for deploying dozens of future applications and innovative e-government services.
